中国长沙市大型公共建筑碳排放交易潜在的市场分析

摘    要:分析中国长沙市大型公共建筑碳排放交易潜在市场及讨论促进和开展低碳技术的障碍,在参考国内外资料的同时,采用问卷调查和现场调查收集相关数据。通过2008年调研长沙市大型公共建筑2007年全年能耗获取相关的基本数据,同时查阅已有的碳核算准则资料及相关的经济性指标确定潜在市场的规模。调研结果显示:本市12.45×106 m2的大型公共建筑建于2006之前以确保这些建筑已稳定运行,2007年的CO2排放量为1.78×106 t/a,如减排30%,CO2为53万t/a,潜在的碳交易价值22千万元/年。大型公共建筑能源效率审计和节能改造工程费用约204元/m2,回收费用约20.52元/m2。如加上碳交易回收费用约17.78元/m2,资金回收期少于6 a。

Abstract:

The purpose is to analyze the carbon emission trading market potential of large-scale public buildings in Changsha city, China, and discuss the barriers for promoting and implementing low-carbon technologies. Referring to the information at home and abroad, the questionnaire survey and field tests were used to collect data for researching the carbon markets potential of this city. The present analysis is based on the information of energy consumption historical data in 2007 and a survey that was carried out in 2008 in Changsha of Hunan province. The survey results indicate that all large public buildings selected in this city are built before 2007 to guarantee stable running of these buildings, covering an area of 12.45×106 m2, and the carbon dioxide emissions of these buildings were 1.78×106 t in 2007. Total carbon emissions reductions in the city will be 530 thousand tons if it is a 30% cut, and its potential exchange value is 220 million RMB. The charge is 204 RMB/m2 in the energy efficiency audits and energy-saving renovation project for large public buildings and its economic gain is 20.52 RMB/m2. Funds recovery period is less than six year, including the carbon trade value of 17.78 RMB/m2.
