摘    要：国民经济产业位次的正确划分和合乎逻辑的适时调整关系到国民经济宏观管理的有效性。从生产要素的作用变迁分析出发,建立了新的生产活动模型,继而提出了5次产业划分理论。矿业由于其典型的自然资源要素投入模式被列入第一产业,这就从产业经济学角度解决了过去长期争论不休的矿业产业定位问题,将为新的产业管理模式优化提供参考。

Abstract: The right partition and timely adjustment of national economy industry order relates to the efficiency of macro-management of economy.Based on the changes of production factors effect,a new production activities model is built and the 5th industry partition theory is put forward.Mining industry is treated as the primary industry,because of its typical needing mode of natural resources.In the view of industrial economics,the new theory can solve the problem of mining industry partition and provide references for the optimization of new industry management.
