摘    要：在论述技术引进项目实施内容和特点的基础上，探讨了技术引进项目实施效果评价应遵循的基本原则和评价方法，并进行了实证分析。

Abstract: Basic principles and evaluation methods that must be followed when evaluating enforcement effect of technological introduction project were examined, based on expounding enforcement content and characteristic of technological introduction project. And a practical example was analyzed.
